Verifiers SHOULD NOT require memorized secrets to be changed arbitrarily (e.g., periodically). However, verifiers SHALL force a change if there is evidence of compromise of the authenticator.”

Basically, NIST’s guidance recommends that organizations should force a password change if there is evidence of a breach. For businesses to have proof of a password breach, they must have a way to monitor the password landscape for breached passwords.
